Add Vietnamese as multi language function

Hello Tulip developers,

I have a feature-request for adding Vietnamese as multi language function.

Right now, Tulip supports Japanese, Chinese and so on as Asian language. At this time, please add Vietnamese. Frontline operators who came from Vietnam are on the increase in Japan because of aging society. Besides, Some of Japanese manufactures have factories in Vietnam. They have enough skills to use Tulip.

This feature will help Japanese manufactures.
