The “Complete App Then Change To Step” option changes to another App, instead of another Step.
Please see attached screenshot below.
A viable work-around seem to be to go to step by name and write the step’s name as a Static Value.
Obviously this is not ideal as changing step names will cause issues.

This transition actually requires you to select an app, which will then open another dropdown to select a step within that app:
This trigger enables you to transition to a specific step in any app in your workspace/instance. In this way, it differs from the “Complete App Then Change To” trigger, which enables you to transition to the beginning of the selected app.
