Right now it is terribly difficult to determine if a particular step is still “in use” or referenced by any trigger transition (in the current app or even beyond).
When a referenced step is deleted, the impacted trigger transitions will show “deleted step”. But the user is basically blind unless everything has been properly documented by some other means or he has to go through all triggers with transitions one by one.
