Makes Timer Triggers to be configurable via Variable

Please add features to make Timer triggers to accept variable instead of hard coding time duration it to avoid unwanted version changes

Wrote a feature request for this. Right now this timing is limited to >30 seconds. How would you recommend we expose when this is set below 30? an error message in the player?

I think updating version for minor timing change is bad practice for version control. Tulip can keep 30 seconds limits if it affects performance
