With that out of the way, this is a great suggestion! I can’t find a feature request post for this specifically, but it’s been mentioned in other posts. This post specifically has a reply from @Pete_Hartnett: Copying Base Layout from one App to Another that suggests they are aware this would be useful.
I also think this would tie in well with these two suggestions (not my own, but I do have replies / votes) in support of them:
