Thanks for your question! Looking at the Rocket Farm product page, it does look like their software can behave like both an OPC UA Client and OPC UA Server.
To use this with Tulip, just start up the OPC UA Server and then create a new Machine Data Source connection to this server (this may require some port forwarding).
Another option (if you already are using an OPC UA Server like Kepware), would be to start the Rocket Farm software in Client mode and then use your existing server to connect to the newly created Client.
